Abstract
У статті проводиться огляд загальнотеоретичного розуміння поняття громадської безпеки вітчизняними науковцями. Встановлено співвідношення понять «громадська безпека» та «публічна безпека». Здійснюється аналіз структурних елементів системи громадської безпеки. Зокрема, наведено класифікацію суб՚єктів громадської безпеки за характером їх компетенції. Визначено перелік загроз, що впливають на стан громадської безпеки у країні, та завдань щодо забезпечення та реалізації громадської безпеки. Public safety condition, oriented towards preventing threats, identifying risks and effectively responding to them, is a basic element of understanding public security. Public security contributes to the creation of a safe and secure environment for all citizens, promotes trust in the state and supports the provision of human and civil rights as well as freedoms. Public safety covers such spheres of living conditions security as protection of law and order, fire safety, civil protection, protection against terrorism, cyber security, health care, technogenic security, road safety, natural security, etc. The primary goal of public security is ensuring the safety of citizens and the stability of society, achieving of which is realized through preventive measures, cooperation with society, effective responding to crisis situations and ensuring law and order.
