| dc.description.abstract | У статті розкриваються основні законодавчі зміни, які протягом різних періодів впливали на впровадження процесів децентралізації та розбудову інституту місцевого оподаткування. Зроблено акцент на порівнянні чинних та попередніх редакцій основних нормативних актів у бюджетній та податковій сферах, аналізі причин їх скасування чи доопрацювання. Особливу увагу приділено принципам бюджетного законодавства, які впливали на взаємовідносини центральної та місцевого рівнів влади. Проаналізовано дохідну базу місцевих бюджетів у різні періоди та частку в ній місцевих податків та зборів. The article reveals the main legislative changes, which have had influence over the introduction of decentralization processes and development of the local taxation institute. The emphasis is placed on comparing current and past versions of the main regulatory acts in the budget and taxation spheres, analyzing the reasons for their cancellation or revision. The author pays particular attention to the principles of budgetary legislation influencing the relationship between central and local levels of government. The income base of local budgets during different periods is analyzed as well as the share of local taxes and fees in it. | |
