Abstract
У статті розглянуто питання правового регулювання роботи технічних комітетів та їх нормотворчої діяльності. Зазначено, що до повноважень технічних комітетів стандартизації належить: участь у роботі відповідних технічних комітетів стандартизації міжнародних і регіональних організацій стандартизації; розроблення і погодження національних стандартів, кодексів усталеної практики та змін до них; участь у формуванні програми робіт з національної стандартизації; перевірка і перегляд національних стандартів та кодексів усталеної практики, розробниками яких вони є; погодження і надання пропозицій щодо скасування та відновлення дії національних стандартів, кодексів усталеної практики та змін до них. The article deals with the issue of legal regulation of the work of technical committees
and their rule-making activities. It is noted that in accordance with Art. 15 of the Law of Ukraine ‘On Technical Regulations and Conformity Assessment’, technical standardization committees do not have the status of a legal entity and are a form of cooperation between interested legal entities and individuals for the purpose of organizing and performing work on international, regional, and national standardization in specified areas of activity and under fixed terms, objects of standardization. In order to develop the specified normative documents taking into account the opinions of all subjects of rule-making in the specified sphere of social life, i.e. basing them on consensus, authorized representatives of executive authorities, other state bodies, local self-government bodies are involved in the work of standardization technical committees on a voluntary basis. business entities and their public associations, employers’ organizations and their associations, scientific institutions and educational institutions, scientific and technical and engineering societies (unions), public consumer organizations (consumer associations), other public associations , professional unions, leading scientists and specialists.
