Abstract
У статті розглядається проблема взаємовідносин народу й української політичної еліти в контексті побудови демократичного суспільства в Україні протягом тривалого історичного періоду становлення і розвитку цих категорій суспільного життя. Аналізуються особливості формування української нації у складних історичних умовах феодальної роздробленості, навали зовнішніх ворогів. Окремо увага звертається на складання особливого психотипу населення західної України, на слабкість розвитку української урбаністичної культури в цій частині країни і на появу у населення так званого сільського (хуторського) менталітету. Звертається увага на особливості розвитку північно-східній Русі, де, за рядом обставин, складається свій, особливий людський психотип. Звертається увага на ту обставину, що переселення частини населення на Подніпров’ї призвело до створення козацтва, виникнення нової соціальної сили, яка очолила народ у боротьбі проти Польщі, але не була вільною від сільського менталітету, що мало негативні наслідки для історії України. Детально аналізується процес створення політичної еліти України. Підкреслюється, що особливі умови, в яких вона формувалася, привели до того, що різні частини еліти, пов’язані з різними регіонами України, вибрали різні вектори зовнішньополітичного розвитку й упродовж усього періоду розвитку України так і не змогли об’єднатися, запропонувати народу стратегічний план розвитку України як національної держави, залишившись по суті регіональними елітами. Робиться висновок, що без загальнонаціонального діалогу еліт неможливо отримати підтримку населення і побудувати демократичне суспільство. The article considers the problem of the relationship between the people and the Ukrainian political elite in the context of building a democratic society in Ukraine over the long historical period of the establishment and development of these categories of public life. The author analyzes the features of the formation of the Ukrainian nation in the difficult historical conditions of feudal fragmentation, the invasion of external enemies. Special attention is paid to the formation of a special psychotype of the population of western Ukraine, to the weakness of the development of Ukrainian urban culture in this part of the country and to the emergence of the so-called rural (farm) mentality among the population. Attention is drawn to the peculiarities of the development of northeastern Russia, where, owing to a number of circumstances, a special human psychotype is formed. Attention is drawn to the fact that the resettlement of part of the population in the Dnieper region, which led to the creation of the Cossacks, despite the emergence of a new social force that led the people in the fight against Poland, was not free from the farm mentality, which had negative consequences for the history of Ukraine. The process of creating the political elite of Ukraine is analyzed in detail. It is emphasized that the special conditions in which it was formed led to the fact that different parts of the elite associated with different regions of Ukraine chose different vectors of foreign policy development, and throughout the entire period of development of Ukraine they could not unite, could not offer the people a strategic plan for the development of Ukraine as a national state, remaining essentially regional elites. It is concluded that without a national dialogue of elites, it is impossible to get the support of the population and build a democratic society.
