dc.description.abstract	Дисертація є одним з перших прикладних монографічних досліджень адміністративної відповідальності за вчинення правопорушення, передбаченого ст. 1728 КУпАП. Актуальність дисертації обумовлено необхідністю належного забезпечення правового захисту службової інформації в умовах цифровізації державного управління та стрімкого зростання її обсягів в органах державної влади. Наявні у публічному секторі відомості, мають високу цінність, що створює ризики їх неправомірного використання, зокрема у приватних інтересах. Особливу небезпеку становлять випадки, коли такі дані стають інструментом для отримання неправомірної вигоди, маніпулювання державними процедурами чи створення преференцій для бізнесу, що прямо підриває принципи доброчесності та законності. На окрему увагу заслуговує проблема розголошення відомостей про викривачів та їхніх близьких осіб. Це зумовлює необхідність не лише модернізації правового регулювання, а й формування дієвих механізмів превенції та внутрішнього контролю за використанням службової інформації. The dissertation is one of the first applied monographic studies of administrative liability for committing an offense, provided for in Article 1728 of the Code of Administrative Offenses. The relevance of the dissertation is due to the need to properly ensure the legal protection of official information in the conditions of digitalization of public administration and the rapid growth of its volumes in public authorities. Information circulating in the public sector has high value, which creates risks of its misuse, in particular in private interests. Of particular danger are cases when such data become a tool for obtaining illegal benefits, manipulating public procedures or creating preferences for business, which directly undermines the principles of integrity and legality. The problem of disclosing information about whistleblowers and their relatives deserves special attention. This necessitates not only the modernization of legal regulation, but also the formation of effective mechanisms of prevention and internal control over the use of official information.
