Abstract
У статті аналізуються організаційно-правові засади створення січових організацій з урахуванням суспільно-політичних чинників, які діяли в українських землях у другій половині XIX – початку XX століть. Зазначається, що новий конституційний закон Австрійської імперії про загальні права громадян від 1867 р. передбачав вільний розвиток національних мов і їх застосування на місцях, що дало можливість українському населенню для якісно нового етапу у боротьбі за власну свободу та незалежність. Відзначається, що попри гарантування Конституцією прав національних меншин на практиці ці норми не завжди відповідали букві закону. The article analyzes the organizational and legal principles involved in establishing sich organizations, taking into account the social and political factors that were present in Ukrainian lands during the second half of the 19th and early 20th centuries. The 1867 constitutional law of the Austrian Empire granted citizens the right to freely develop and use national languages, providing the Ukrainian population with a new opportunity to fight for their freedom and independence. It is noted that despite the Constitution guaranteeing the rights of national minorities, in practice these norms did not always correspond to the letter of the law. The
situation was complicated by the fact that the local government was mostly represented by
officials of Polish origin, who had a negative perception of the Ukrainian national movement.
