Abstract
У статті розкривається роль громадянського суспільства у захисті прав людини в умовах цифровізації. Зазначається, що цифрова трансформація здійснює безпосередній вплив на реалізацію фундаментальних прав громадянина як учасника глобального інформаційного та цифрового простору. Доводиться, що права людини потребують нового рівня захисту, зокрема, у зв’язку з численними проблемами у сфері практики застосування інформаційних технологій. The article highlights the role of civil society in protecting human rights in the context of digitalization. It demonstrates that digital transformation has a direct impact on the realization of fundamental rights of a citizen as a participant in the global information and digital space. It is noted that russia’s full-scale invasion of Ukraine has jeopardized reform processes, including local government reform. However, despite the difficult conditions of budget deficits, shifting priorities, and staff shortages, municipalities continue to launch local digitization processes. Communities’ prioritization of building a digital state has become an important factor in ensuring resilience during the war, both at the local and national levels.
