Abstract
Сформульовано періоди становлення та трансформації гендерної рівності в Україні: період впровадження (січень 1919 р. – серпень 1991 р.); перехідний період (серпень 1991 р. – лютий 2014 р.); сучасний період (лютий 2014 р. – до теперішнього часу) та визначено ключові особливості кожного зазначеного періоду.
Запропоновано визначення принципу гендерної рівності в Міністерстві внутрішніх справ України як фундаментальних засад імперативного характеру, дотримання яких забезпечує функціонування органу відповідно до європейських стандартів. Водночас принципи гендерної рівності в Міністерстві внутрішніх справ України класифіковано на загальні та характерологічні. До загальних принципів віднесено принципи законодавчо закріплені, а саме: принципи верховенства права, рівності прав та поваги гідності, вільного розвитку особистості, рівності перед законом, законності, особистої недоторканості, невтручання в особисте життя, а до характерологічних принципів належить принцип усунення стереотипів, принцип активної участі та принцип усунення дискримінації. The periods of formation and transformation of gender equality in Ukraine are formulated: the implementation period (January 1919 – August 1991); the transition period (August 1991 – February 2014); the modern period (February 2014 – present) and the main features of each of the specified periods are determined.
The definition of the principle of gender equality in the Ministry of Internal Affairs of Ukraine is proposed as fundamental principles of an imperative nature, the observance of which ensures the functioning of the body in accordance with European standards. At the same time, the principles of gender equality in the Ministry of Internal Affairs are classified into general and characterological.
Accordingly, the general principles include the principles enshrined in law, namely: the principles of the rule of law, equality of rights and respect for dignity, free development of the individual, equality before the law, legality, personal inviolability, non-interference in personal life, and the characterological principles include: the principle of eliminating stereotypes, the principle of active participation and the principle of eliminating discrimination.
