    У методичних рекомендаціях подано характеристику суб’єктів протидії кримінальним правопорушенням, передбаченим статтями 407-409 КК України, визначено правові засади, мету, завдання, основні принципи та рівні їх взаємодії у межах протидії самовільному залишенню військової частини або місця служби, дезертирству, ухиленню від військової служби шляхом самокалічення або іншим способом. Окреслено повноваження є органів та підрозділів прокуратури, Державного бюро розслідувань, Національної поліції України, Служби безпеки України, Військової служби правопорядку у Збройних Силах України під час такої взаємодії, особливості підготовки та проведення ними спільних заходів, а також порядок реалізації повноважень. Для прокурорів, слідчих, працівників оперативних підрозділів правоохоронних органів України, викладачів, курсантів, студентів, ад’юнктів та аспірантів закладів вищої освіти. The methodological recommendations provide a description of the subjects of counteraction to criminal offenses provided for in Articles 407-409 of the Criminal Code of Ukraine, define the legal foundations, purpose, objectives, basic principles and levels of their interaction within the framework of counteraction to unauthorized abandonment of a military unit or place of service, desertion, evasion of military service by self-mutilation or in another way. The powers of the bodies and divisions of the Prosecutor's Office, the State Bureau of Investigation, the National Police of Ukraine, the Security Service of Ukraine, the Military Law Enforcement Service of the Armed Forces of Ukraine during such interaction are outlined, the features of their preparation and conduct of joint events, as well as the procedure for exercising powers. For prosecutors, investigators, employees of operational units of law enforcement agencies of Ukraine, teachers, cadets, students, associate professors and postgraduates of higher education institutions.

The methodological recommendations comprehensively cover the problems of detecting and investigating criminal offenses committed on the grounds of hatred (racial, national, religious enmity or discord, gender, disability or other signs of discrimination of citizens), and also offer agreed standards of action that harmonize national practice with European approaches. The publication combines a review of legislative principles with practical algorithms for investigators and prosecutors, emphasizing the establishment and proof of the motive of prejudice. The publication is addressed to lawyers, scientists and other specialists interested in this issue.
