    Administrative legal relations on countering bullying in Ukraine and worldwide. Адміністративні правовідносини щодо протидії булінгу в Україні та світі

    Given the rapid spread of bullying and the emergence of new forms of its manifestations, it becomes necessary to investigate the dynamics of the development and establishment of administrative legal relations to counteract it. The purpose of the study was to compare administrative legal relations on countering bullying in different countries. To achieve this goal, considering the contemporary human centred legal understanding, such methods as historical, comparative legal, modelling, and dogmatic were used. The study was devoted to a comparative legal analysis of administrative and legal mechanisms for countering bullying in the children's environment, in particular, in the context of the experience of European states. З огляду на стрімке поширення булінгу й появу нових форм його виявів, постає необхідність вивчення динаміки становлення та формування адміністративних правовідносин щодо його протидії. Метою дослідження було порівняння адміністративних правовідносин щодо протидії булінгу в різних країнах. Для досягнення окресленої мети, зважаючи на сучасне людиноцентричне праворозуміння, використано такі методи, як історичний, порівняльно-правовий, моделювання, догматичний. Дослідження присвячено порівняльно-правовому аналізу адміністративно-правових механізмів протидії булінгу в дитячому середовищі, зокрема в контексті досвіду європейських держав.

    У методичних рекомендаціях розкрито особливі повноваження поліцейських, які вони набувають лише на період дії правового режиму воєнного стану, а також зроблена загальна характеристика суб’єктів забезпечення публічної безпеки та місце в ній органів Національної поліції України. У змісті роботи об’єктивно розкрито особливості взаємодії Національної поліції України з підрозділами Національної гвардії України, зі Збройними силами України, органами Служби безпеки України, органами державної влади та місцевого самоврядування. Розглянута також взаємодія Національної поліції України з добровольчими формуваннями територіальної оборони, які виражаються в особливих умовах несення служби, наприклад на блокпосту чи під час дії комендантської години. Розраховано на працівників системи МВС України, науковий, науково-педагогічний склад, ад’юнктів, здобувачів вищої освіти закладів із специфічними умовами навчання та інших зацікавлених осіб. The methodological recommendations reveal the special powers of police officers, which they acquire only during the period of the legal regime of martial law, as well as a general description of the subjects of public security and the role of the National Police of Ukraine in it. The content of the work objectively reveals the peculiarities of the interaction of the National Police of Ukraine with units of the National Guard of Ukraine, with the Armed Forces of Ukraine, bodies of the Security Service of Ukraine, bodies of state power and local self-government. The interaction of the National Police of Ukraine with voluntary formations of territorial defense, which is expressed in special conditions of service, for example at a checkpoint or during curfew, is also considered. It is intended for employees of the Ministry of Internal Affairs of Ukraine, scientific, scientific and pedagogical staff, adjuncts, students of higher education institutions with specific study conditions and other interested persons.
