    Обґрунтовано, що формування управлінської компетентності є фундаментальною умовою успішного функціонування поліції в умовах демократизації та лібералізації суспільства. Розглянуто сутнісні ознаки реформованої поліції, що зумовлюють зміну механізмів управління людськими ресурсами. Окреслено переваги компетентнісного підходу під час підготовки кадрів поліції. Сформульовано загальний перелік здібностей, що відповідають специфічній діяльності керівників поліції, проаналізовано позиції провідних вітчизняних учених щодо сутнісних характеристик поліцейської справи.It is grounded that the formation of managerial competence is a fundamental condition for the successful functioning of the police in the conditions of democratization and the liberalization of society. The essential signs of a reformed police force have been broken up, leading to a change in the mechanisms of human resources management. The advantages of a competent approach during training of police personnel are outlined. The general list of abilities corresponding to the specific activities of the police chiefs is formulated; the positions of the leading Ukrainian scientists concerning the essential characteristics of the police case are analyzed.
