The dissertation is a comprehensive scientific study of the theoretical aspects and practical implementation of the formation of public authorities of citie s in Ukraine and the EU countries, the disclosure of the specifics of its provision in law making and law enforcement activities, and the elaboration of conclusions, generalizations, proposals and recommendations on this basis in terms of prospects for the development of the formation of urban public authorities.
