    Публічне адміністрування торгівлі валютними цінностями в Україні. Public administration of currency values trading in Ukraine.

    У дослідженні були надані авторські визначення таким поняттям: «валюта» – це форма грошей, яка використовується для обміну товарів та послуг, і для збереження вартості; «валютні цінності» – це активи, які виражені в іноземній валюті й можуть бути використані для міжнародних фінансових операцій, інвестицій, а також для забезпечення платоспроможності у зовнішній торгівлі; «торгівля валютними цінностями» – це процес купівлі та продажу активів, виражених в іноземній валюті, з отриманням прибутку або управлінням валютними ризиками; «валютні операції» – це фінансові угоди, що включають обмін однієї валюти на іншу, а також операції з купівлі, продажу, передачі та зберігання валютних цінностей, які здійснюються як між державними, так і між приватними суб'єктами господарювання з метою задоволення потреб у міжнародних розрахунках, хеджуванні валютних ризиків, інвестуванні або спекуляціях на валютних ринках; «публічне адміністрування торгівлі валютними цінностями» – це сукупність організаційно-правових, регуляторних, моніторингових і контрольних дій, що здійснюються державними органами та інституціями з метою забезпечення стабільності валютного ринку, захисту економічних інтересів держави, підтримки правопорядку та сприяння міжнародній економічній співпраці в сфері обігу валютних цінностей. The author's definitions of the following concepts were provided in the study: «currency» is a form of money used to exchange goods and services, as well as to store value; «currency values» are assets that are expressed in foreign currency and can be used for international financial transactions, investments, as well as to ensure solvency in foreign trade; «currency trading» is the process of buying and selling assets denominated in foreign currency for profit or managing currency risks; «currency transactions» are financial agreements that include the exchange of one currency for another, as well as transactions for the purchase, sale, transfer and storage of currency values held both between state and private business entities for the purpose of meeting the needs of international settlements, hedging currency risks, investing or speculating on currency markets; «public administration of trade in foreign exchange values» is a set of organizational and legal, regulatory, monitoring and control actions carried out by state bodies and institutions with the aim of ensuring the stability of the foreign exchange market, protecting the economic interests of the state, maintaining law and order, and promoting international economic cooperation in the sphere of currency circulation values.
