    Дисертацію присвячено комплексному дослідженню адміністративно-правових засад запровадження комплаєнс-контролю в діяльності органів виконавчої влади. У роботі обґрунтовано, що сучасний розвиток публічного адміністрування потребує переходу від переважно реактивних форм контролю до превентивної, ризик-орієнтованої та процедурно впорядкованої моделі забезпечення законності, доброчесності, прозорості, підзвітності й належного виконання публічно-владних повноважень. Комплаєнс-контроль розглянуто як самостійний адміністративно-правовий інструмент, здатний забезпечити попередження порушень ще до моменту їх фактичного вчинення. The dissertation is devoted to a comprehensive study of the administrative and legal principles of introducing compliance control in the activities of executive bodies. The work substantiates that the modern development of public administration requires a transition from predominantly reactive forms of control to a preventive, risk-oriented and procedurally regulated model of ensuring legality, integrity, transparency, accountability and proper execution of public authority powers. Compliance control is considered as an independent administrative and legal tool capable of preventing violations even before they are actually committed.
