    У статті досліджено поняття «безпека» в контексті підходів різних галузей науки, визначено значення та необхідність державного регулювання та управління безпекою мореплавства з метою збереження та захисту навколишнього середовища, життя людини від негативного впливу забруднень, що чиняться в результаті великої аварійності на морі, незадовільного технічного стану суден, які знаходяться в експлуатації. Проаналізовано сучасний стан нормативно-правового забезпечення діяльності органів державної влади в управлінні безпекою мореплавства. The article examines the concept of “safety” in the context of approaches to various fields of science, identifies the importance and need for state regulation and management of maritime safety in order to preserve and protect the environment, human life from the negative effects of pollution at sea, unsatisfactory technical condition of vessels in operation. The current state of regulatory and legal support for the activities of public authorities in the management of maritime safety is analyzed.

    У статті розглянуто зміст поняття «цивільно-правова відповідальність» у контексті наукової парадигми та сформульовано поняття «страхування відповідальності судновласника», визначено, що інститут страхування є однією із запорук економічного та соціального розвитку суспільства. Досліджено світові тенденції страхування відповідальності судновласника та зроблено висновок, що міжнародна спільнота здійснює вказану діяльність через товариства взаємного страхування (страхування відповідальності Р&І). The article considers the content of the concept of civil liability in the context of the scientific paradigm and formulates the concept of shipowner’s liability insurance, determines that the institution of insurance is one of the keys to economic and social development of society. The world tendencies of shipowner’s liability insurance are investigated and it is concluded that the international community carries out the specified activity through mutual insurance companies (R&I liability insurance).
