    State financial control in customs: The administrative-law mechanism of implementation and judicial protection of payers’ rights. Державний фінансовий контроль у митній сфері: адміністративно-правовий механізм реалізації та судовий захист прав платників

    The study was aimed at the analysis of theoretical-legal bases, administrative-legal mechanism of state financial control in customs and procedural safeguards for the protection of the rights of payers. Methods of research: analysis of scientific literature, theoretical systematisation, formal-legal analysis, generalisation of judicial practice. The study used these methods to justify the administrative-law mechanism for the implementation of state financial control in customs, analyse the legal framework for its functioning and generalise the procedural guarantees for payers developed in the practice of the Supreme Court. Метою дослідження був аналіз теоретико-правових засад й адміністративно-правового механізму державного фінансового контролю в митній сфері, а також процесуальних гарантій захисту прав платників. У дослідженні використано аналіз наукової літератури, метод теоретичної систематизації, формально-юридичний метод і метод узагальнення судової практики, що дало змогу обґрунтувати адміністративно-правовий механізм реалізації державного фінансового контролю в митній сфері, проаналізувати нормативно-правові засади його функціонування та узагальнити процесуальні гарантії платників, сформовані в практиці Верховного Суду.
