    Стаття присвячена дослідженню феномену актів м’якого права, як сучасному правовому явищу. Дослідження правової природи м’якого права, його ступеню обов’язковості та меж дії привертає все більше уваги науковців, як українських дослідників, так і вчених з різних країн. В статті зроблена спроба дослідження поняття «м’якого права», його розмежування с «твердим правом» та політичними обіцянками й намірами політичних лідерів та керівників держав. Окремо увагу приділено висвітленню питань чинності та дії актів «м’якого права». The article is sanctified to research of the phenomenon of acts of soft law, as to the modern legal phenomenon. Research of legal nature of «soft law», his level of obligatoryness and limits of action attracts all more attention of scientists, both Ukrainian researchers and scientists from different countries. In the article the done attempt of research of concept "soft law", his differentiation of by a "hard law" and political promises and intentions and political promises and intentions of political leaders and heads of states. Separately paid attention to illumination of questions of force and effects of acts "soft law".
