    Мадридський міжнародний план дій щодо старіння (далі – План) та Політична декларація, прийнята на Другій світовій асамблеї щодо старіння у квітні 2002 року, ознаменували переломний момент у тому, як світ вирішує ключовий виклик створення суспільства для всіх віків. Цей План активізував процеси як превентивного, так і правозастосовного характеру щодо захисту осіб літнього віку від дискримінації, ізоляції та упередження. Вказаний документ є ключовим із таких причин: він заклав нову ідеологію рівності для всіх, у тому числі з акцентом на осіб старшої вікової групи як повноцінних членів суспільства; вперше практично репрезентував світову домовленість щодо потреби вирішення проблеми; пов’язав питання старіння з іншими соціальними рамками економічного розвитку та прав людини. The Madrid International Plan of Action on Aging and the Political Declaration adopted by the Second World Assembly on Aging in April 2002 marked a turning point in how the world addresses the key challenge of creating a society for all ages. This Plan intensified both preventive and law enforcement processes to protect the elderly from discrimination, isolation and prejudice. This document is key for the following reasons: laid down a new ideology of equality for all, including with an emphasis on the elderly as full members of society; for the first time represented practically the world agreement in need of the decision of a problem; linked the issue of aging to other social frameworks of economic development and human rights.
