    «РЕГУЛЬОВАНИЙ» ГОЛОДОМОР: РАДЯНСЬКА ДЕРЖАВА І ГОЛОД В УКРАЇНІ 1946–1947 РР. «REGULATED» HOLODOMOR: THE SOVIET STATE AND FAMINE IN UKRAINE 1946-1947

    Розкриваються основні аспекти актуальності теми голоду в Україні у 1946– 1947 рр., зважаючи на глобальну продовольчу проблему у світі, а також як однієї із найтрагічніших сторінок в історії України. Наголошується, що сучасні російські історики відійшли від наукових принципів при вивченні цієї проблеми, перейшовши, в умовах широкомасштабної російської агресії проти України, на пропагандистські штампи неоімперської ідеології. Документи свідчать, що в роки голоду повною мірою були продемонстровані такі негативні риси радянського державного апарату, в тому числі і МВС–МДБ, як безініціативність, неповороткість, бездушність, неприхований цинізм стосовно маси населення, невміння прогнозувати розвиток ситуації і спрацьовувати «на випередження». This article reveals the main aspects of the actuality regarding the topic of famine in Ukraine in 1946-1947, considering the global food problems in the world, as well as one of the most tragic pages in the history of Ukraine. When searching for solutions to one of the most pressing issues of human society, namely preventing and overcoming famine, scientists should examine the past to identify and apply positive experiences in modern circumstances while also considering negative experiences and lessons learned from history. For our nation and domestic science, these questions are of special importance. Only in the first half of the twentieth century, Ukraine experienced three mass artificial holodomors, which had catastrophic consequences for agriculture, demographic development and mental health of Ukrainians. At the same time, the mass famine of 1946-1947 was largely overshadowed by two other tragedies - the Holodomor of 1921-23 and, above all, the Great Holodomor of 1932-33 - and was inferior to both in terms of territorial extent, human losses, and other consequences.

    УЧАСТЬ МІЛІЦІЇ УРСР У БОРОТЬБІ З БРОДЯЖНИЦТВОМ І ЖЕБРАЦТВОМ У 1950-ті РОКИ. PARTICIPATION OF THE URSR MILITIA IN COMBATING VAGRANCY AND BEGGING IN THE 1950S

    Досліджується питання про спроби радянської влади за участю органів міліції вирішити проблему бродяжництва та старцювання в Українській РСР упродовж 1950-х років. Висвітлено офіційні причини цього явища у розумінні комуністично партійної влади та реальні, пов’язані з соціальними та економічними наслідками війни, розрухою, великою міграцією населення, низьким рівнем життя радянських людей, наявністю великої кількості інвалідів війни, сиріт, а також небажанням певного прошарку з цієї категорії населення працювати. Розкриваються заходи, які вживалися урядовими органами та міліцією для подолання цих проблем. The current situation in Ukraine exhibits similarities to the developments that occurred in the post-war period. The mass death of civilians in the war, their significant migration, the increase in the number of disabled people and orphans, collectively, created the conditions for the emergence of vagrancy and begging. Mankind has accumulated considerable experience in attempting to resolve this issue, particularly during the 1940s and 1950s. Law enforcement agencies and, in particular, the police played a pivotal role in overcoming this aberrant phenomenon for a civilized society. This study examines the efforts of Soviet authorities, with the involvement of law enforcement, to address the issue of vagrancy in the USSR and the Ukrainian SSR, particularly during the 1950s. The ofÏcial causes of this phenomenon, as identified by the Communist Party government, include the social and economic consequences of the war, trafÏc, large population migration, the low standard of living of the Soviet people, the presence of a large number of war invalids, orphans who grew up without parents, and also the reluctance of a certain stratum of this population category to work. This article details the measures taken by government bodies and the police to overcome these problems. It also outlines the efforts to solve this problem comprehensively, with the help of socio-economic measures (such as the establishment of pensions and construction of houses for the disabled) and repressive measures (including the expulsion from large cities and detention in pre-trial detention cells). This process was accompanied by the search for new forms and methods of stopping vagrancy, establishing the identity of detainees and transferring them to the relevant authorities, as well as punishment, re-education and social adaptation of persons who systematically engage in vagrancy. Despite the limitations imposed by objective factors, the implementation of a combination of repressive legal measures and other strategies enabled a partial solution to the problem. However, the widespread practice of begging in the 1950s indicated a significant failure of the social protection system in the USSR.
