    У статті здійснено ґрунтовне комплексне дослідження теоретико-правових засад, інституційної структури та прикладних аспектів реалізації державної політики у сфері внутрішніх справ України. Увагу зосереджено на трансформації змісту та функціонального наповнення цієї політики в умовах суспільно-політичних змін, збройної агресії проти України, глобалізації та посилення значущості прав людини як базової цінності демократичної правової держави. The article provides a thorough comprehensive study of the theoretical and legal foundations, institutional structure and applied aspects of the implementation of state policy in the field of internal affairs of Ukraine. Particular attention is paid to the transformation of the content and functional content of this policy in the context of socio-political changes, armed aggression against Ukraine, globalization and the growing importance of human rights as a basic value of a democratic legal state.

    Здійснено комплексний аналіз трансформації державної політики у сфері внутрішніх справ України в умовах поступового становлення правової держави, євроінтеграційних прагнень та активізації громадянського суспільства. Висвітлено ключові тенденції інституційного та нормативного оновлення, що охоплюють реформу правоохоронних органів, створення Національної поліції як сервісної служби нового типу, демілітаризацію структури Міністерства внутрішніх справ, удосконалення системи підготовки кадрів і впровадження сучасних стандартів професійної етики. The article provides a comprehensive analysis of the transformation of state policy in the field of internal affairs of Ukraine in the context of the gradual establishment of a constitutional state, European integration aspirations and the activation of civil society. The author highlights the key trends of institutional and regulatory renewal, which include the reform of law enforcement agencies, the creation of the National Police as a new type of service service, the demilitarization of the structure of the Ministry of Internal Affairs, the improvement of the personnel training system and the introduction of modern standards of professional ethics.
