    The research relevance is determined by the need to enhance the analytical rigour, objectivity and consistency of security environment assessments in the activities of the National Police of Ukraine, given the dynamic changes in the crime situation. Approaches to determining threshold values for risk indicators, in particular those based on the use of the median, did not adequately account for the variability of statistical data, which limited their sensitivity to changes in time series and reduced the effectiveness of management decisions. Актуальність дослідження зумовлена необхідністю підвищення аналітичної обґрунтованості, об’єктивності та послідовності оцінювання безпекового середовища в діяльності Національної поліції України в умовах динамічних змін криміногенної ситуації. Підходи до визначення порогових значень індикаторів ризику, зокрема ґрунтовані на використанні медіани, не забезпечували належного врахування варіативності статистичних даних, що обмежувало їх чутливість до змін у часових рядах і знижувало ефективність управлінських рішень.

    У статті обґрунтовуються положення, на основі яких автори приходять до висновку, що виявлення та реагування на кіберінциденти і кібератаки необхідно вважати заходами запобігання кіберзлочинності. Розгорнуто розкрито особливості збирання та збереження доказів, пов’язаних з кіберінцидентом, основні завдання процесу реагування на кіберінциденти, першочергові настанови щодо процедур управління кіберінцидентами, цілі управління кіберінцидентами, зміст процедур звітування про події інформаційної безпеки / кіберінциденти тощо. The article substantiates the provisions underlying the authors’ conclusion that detecting and responding to cyber incidents and cyberattacks should be considered as cybercrime prevention measures. Consequently, they believe that monitoring, detecting and responding to cyber incidents and cyberattacks is necessary to prevent cybercrime, since existing approaches to information security and cyber incident management are not effective enough.

    У статті зазначається, що більшість конфліктів виникають саме в процесі свідомого протиставлення окремими суб’єктами своїх бажань чи думок або дій встановленим нормам і правилам. Зауважено, що головною рисою конфліктів у сфері адміністративного права є недотримання окремими суб’єктами правовідносин встановлених або санкціонованих державою відповідних норм і правил. Наголошено, що адміністративні правопорушення, а відповідно і конфлікти в адміністративному праві спрямовані не на конкретних осіб, вони завдають шкоди невизначеній кількості осіб. Modern conflict theory considers and analyzes various conflicts. In addition, a number of researchers in administrative law emphasize the characteristics of conflicts, which are rather little studied in the scientific literature. Conflictology states that a conflict is, first of all, a clash of different goals, interests and, in some cases, views of the opponents. At the same time, the scientific literature states that the goals and views of the conflicting parties have an opposite orientation.As far as the classification of conflicts is concerned, they are also diverse. Most commonly, such types of conflicts are defined as international, interethnic, political, interpersonal, family and domestic.

    У статті розглядаоться особливості здійснення роботи оперативними працівниками Департаменту стратегічних розслідувань Національної поліції України з виявлення та попередження кримінальних та інших правопорушень, що вчиняоться у процесі проведення робіт з поточного середнього та дрібного ремонту автомобільних доріг. Наданий типовий перелік та технологія вивчення фінансово-господарських документів, які необхідно перевіряти цим працівникам для отримання інформації про можливі злочини, а також інші правопорушення, що вчиияоться у сфері дорожнього господарства. The article highlights the specifics of the work carried out by operatives of the Strategic Investigation Department of the National Police of Ukraine in detecting and preventing criminal and other offences committed in the course of routine maintenance and minor repairs of roads. The author provides a typical list and technique for studying the financial and economic documents to be checked by designated employees for the purpose of obtaining information on possible crimes, as well as other offences committed in the field of road maintenance during the execution of works on current medium and minor repairs of highways, which although are not subject to criminal liability, however, operative work on their detection is a prevention of these crimes.

    У статті розкриваються особливості вчинення кримінальних правопорушень службовими особами ДП “Поліграфічний комбінат “Україна” та афілійованих з поліграфкомбінатом комерційних структур у сфері виготовлення та оформлення ідентифікаційних документів на основі вивчення відповідних кримінальних проваджень. При цьому основний акцент у дослідженні зроблено на розкритті способів вчинення цих кримінальних правопорушень. Водночас автори виокремили й основних суб’єктів сучасного ринку виготовлення та оформлення ідентифікаційних документів України. The article reveals the peculiarities of committing criminal offenses by ofÏcials of the State Enterprise “Printing Plant “Ukraine” for the production of securities” and commercial structures afÏliated with the printing plant in the field of production and execution of identification documents based on the study of relevant criminal proceedings. At the same time, the main emphasis in the article is on revealing the methods of committing these criminal offenses. The authors studied several criminal proceedings and concluded that PP “Ukraine” mostly makes purchases without public tenders. This increases corruption risks in the polygraph plant’s activities. The analysis of criminal offenses committed in the field of production and registration of identification documents that prove identity and confirm citizenship of Ukraine showed that the vast majority of these offenses are related to price overcharging for the purchase of consumables and other materials.
