    Міжнародний досвід психологічної підтримки поліцейських і військовослужбовців перед звільненням зі служби. International Experience of Psychological Support for Police and Military Personnel before Discharge from Service

    У статті здійснено комплексний огляд міжнародного досвіду психологічної підтримки військовослужбовців і правоохоронців під час переходу до цивільного життя та виходу на пенсію. Автори досліджують практики США, Великої Британії, Канади, Ізраїлю, аналізуючи різноманітні програми й методи психологічної підтримки, їх ефективність і можливості адаптації. Дослідження виявляє ключові особливості підходів різних країн. США демонструє комплексність програм, що охоплюють увесь спектр потреб – від психологічної підтримки до працевлаштування та фінансового планування. Акцентовано на інноваційності американських методів, зокрема використанні віртуальної реальності для лікування посттравматичного синдрому. Велика Британія зосереджує увагу на ранньому втручанні та подоланні стигми навколо психічного здоров’я, інтегруючи державні та благодійні ініціативи. Канадський досвід вирізняється міжвідомчою співпрацею та культурною чутливістю програм, з огляду на потреби різних груп населення. Ізраїль пропонує проактивний підхід, що враховує постійну загрозу безпеці, починаючи психологічну підтримку ще під час активної служби та продовжуючи її після завершення. Ізраїльська модель засвідчує ефективність інтеграції досвіду ветеранів у роботу з військовослужбовцями. Розглянуто адаптацію міжнародного досвіду до українських реалій, інтеграцію цивільних спеціалістів і волонтерів у систему психологічної підтримки, а також програми підтримки сімей військовослужбовців. Аргументовано важливість комплексного, науково обґрунтованого підходу до психологічної підтримки, який враховує специфічні потреби цільових груп. Доведено необхідність постійної адаптації програм до нових викликів, таких як пандемія COVID-19 та зміни в характері воєнних конфліктів. Запропоновано цінні практики для вдосконалення систем психологічної підтримки, передусім у країнах, що постають перед такими викликами. Дослідження може бути корисним для психологів, соціальних працівників та інших фахівців, залучених до роботи з військовослужбовцями, правоохоронцями та ветеранами. The article presents a comprehensive review of international experience of psychological support for military and law enforcement personnel in the transition to civilian life and retirement. The authors study the practices of the USA, the UK, Canada, Israel, analyzing various programs and methods of psychological support, their effectiveness and adaptability. The study reveals key features of the approaches of different countries. The United States demonstrates the complexity of programs that cover the entire spectrum of needs - from psychological support to employment and financial planning. The study notes the innovativeness of American methods, including the use of virtual reality to treat PTSD. The United Kingdom focuses on early intervention and overcoming stigma around mental health by integrating government and charitable initiatives. The Canadian experience is characterized by interagency cooperation and cultural sensitivity of programs, taking into account the needs of different population groups. Israel offers a proactive approach, taking into account the constant threat to security, starting psychological support during active service and continuing it afterwards. The Israeli model demonstrates the effectiveness of integrating the experience of veterans into work with active military personnel. The article examines the adaptation of international experience to Ukrainian realities, the integration of civilian specialists and volunteers into the psychological support system, and programs to support military families. The authors emphasize the importance of a comprehensive, evidence-based approach to psychological support that takes into account the specific needs of target groups. The need to continuously adapt programs to new challenges, such as the COVID-19 pandemic and changes in the nature of military conflicts, is noted. The article offers valuable practices for improving psychological support systems, especially in countries facing similar challenges. The study may be useful for policy makers, psychologists, social workers, and other professionals involved in working with military personnel, law enforcement officers, and veterans.

    Проблема оцінки ефективності роботи персоналу є актуальною в будь-який період. Нині постає питання визначення ефективності діяльності психологів у сфері безпеки й оборони України. Однак відсутність чітких критеріїв, за якими можна було б оцінити й визначити ефективність діяльності психолога, зокрема психолога у сфері безпеки та оборони, не дає такої можливості. Метою статті є вивчення й аналіз різних теоретико-методологічних підходів до визначення ефективності роботи психолога та місця кваліфікації й компетентності в оцінці ефективності роботи психолога, окреслення підґрунтя для розробки критеріїв ефективності професійної діяльності психологів МВС України в умовах воєнного стану. Методологією є загальна теорія професійної діяльності, компетентнісний підхід щодо оцінки професіоналізму виконавця. Наукова новизна полягає в тому, що висвітлено теоретичні підходи до проблеми визначення ефективності професійної діяльності; окреслено сутність понять ефективності, продуктивності та результативності праці; акцентовано на поглядах українських та іноземних фахівців щодо розуміння ефективності діяльності психолога. У процесі дослідження визначено, що ефективність діяльності психолога взаємопов’язана з його особистісними та професійно важливими якостями; може залежати від професійного спрямування, специфіки виду діяльності, кваліфікаційних вимог, посадових обов’язків, нормативних документів, що регламентують діяльність психолога. Неодмінною складовою ефективності діяльності психолога є дотримання ним етичних і моральних норм, провідних професійних мотиваційних тенденцій. Встановлено, що критерії оцінювання ефективності діяльності психолога різноманітні й мають поділ на об’єктивні та суб’єктивні. Оцінювання діяльності психолога полягає в зовнішній оцінці – з боку керівництва та колег, а також внутрішній – самооцінці. Перспективою майбутніх досліджень є розробка критеріїв ефективності професійної діяльності психологів системи МВС України в умовах воєнного стану. The problem of evaluating the effectiveness of personnel has always been relevant. Today, the question of determining the effectiveness of psychologists in the field of security and defense of Ukraine arises. However, the lack of clear criteria by which to evaluate and determine the effectiveness of a psychologist, in particular, a psychologist in the field of security and defense, does not allow this. The purpose of the article is to study and analyze various theoretical and methodological approaches to determining the effectiveness of a psychologist, to determine the place of qualifications and competence in assessing the effectiveness of a psychologist, to outline the basis for developing criteria for the effectiveness of professional activities of psychologists of the Ministry of Internal Affairs of Ukraine under martial law. Methodology - general theory of professional activity, competence approach to assessing the professionalism of the performer. Scientific novelty. The article highlights theoretical approaches to the problem of determining the effectiveness of professional activity. The essence of the concepts of efficiency, productivity and effectiveness of labor is considered. Particular attention is paid to the views of domestic and foreign experts on understanding the effectiveness of a psychologist. Conclusions. It has been determined that the effectiveness of a psychologist’s activity is interrelated with his/her personal and professionally important qualities; it may depend on the professional direction; specificity of the type of activity; qualification requirements; job responsibilities; regulatory documents governing the activity of a psychologist, etc. An integral part of the effectiveness of a psychologist’s activity is his or her compliance with ethical and moral standards, leading professional motivational trends. It has been established that the criteria for evaluating the effectiveness of a psychologist’s activities are diverse and are divided into objective and subjective. Evaluation of a psychologist’s performance includes external evaluation by management and colleagues, as well as internal self-evaluation. Prospect for further research is the development of criteria for the effectiveness of the professional activity of psychologists of the MIA of Ukraine in martial law.

    Професіоналізм є інтегральною властивістю, результатом онтогенезу людини в процесі її фахового становлення. Індивідуально-типологічні властивості людини зумовлюють ефективність її професійної діяльності, а тому різні професії ставлять специфічні вимоги до цих властивостей. Індивідуально-типологічні властивості майже не змінюються протягом професійного шляху й стосуються найстабільніших рис особистості. Professionalism is an integral property, the result of a person's ontogenesis in the process of his professionalization. Individual and typological properties of a person leave their mark on his professional activity, although different professions make their own requirements for different properties. Individualtypological features change little during the professional path and are among the most stable properties. That is why the aim of the study was the empirical study of individual and typological features of polygraph examiners of different ages and genders.
