    ТРАНСФОРМАЦІЙНІ ПРОЦЕСИ ТА РЕАЛІЗАЦІЯ ФІЛОСОФІЇ ILP У ВЕЛИКІЙ БРИТАНІЇ. TRANSFORMATION PROCESSES AND IMPLEMENTATION OF THE ILP PHILOSOPHY IN THE GREAT BRITAIN

    У статті акцентовано увагу на сучасних питаннях реформування правоохоронної діяльності на основі упровадження нової моделі Intelligence-led Policing (ILP) – поліцейська діяльність, керована аналітичною розвідкою. Описано процеси становлення ILP у Великій Британії, які супроводжувалися розробленням і законодавчим закріпленням Національної розвідувальної моделі (National Intelligence Model – NIM). Зазначено, що NIM є прямим еволюційним продуктом і концептуальним відображенням ILP. Водночас зародком ILP була Кентська поліцейська модель (KPM), яку запроваджено у 1993 році як відхід від традиційних методів поліцейської діяльності. Однак Кентська модель не включала стратегічного елементу та майже повністю зосереджувалася на чотирьох видах злочинів: пограбування, автозлочинність, крадіжки зі зломом і наркотики. The article focuses on current issues of law enforcement reform based on the introduction of a new model of Intelligence-led Policing (ILP). The author describes the processes of formation of ILP in the UK, which were accompanied by the development and legislative consolidation of the National Intelligence Model (NIM). It is noted that the NIM is a direct evolutionary product and conceptual reflection of the ILP as it is considered as a developed business model based on intelligence. NIM did not provide for any qualification requirements or exemptions, but only the need to apply criteria within minimum standards, including the acquisition of key assets and the implementation of processes to support intelligence-based investigations and decision-making. This proved to be a key solution to the need to introduce a broader intelligence component into the police, bringing new analytical content to criminal intelligence.
